Water shortage delays construction of power plant in Texas

Construction of the White Stallion coal fired power plant in Texas was delayed because the developers could not secure the required amount of water from the local water authority.  Instead, they had to redesign the plant to use a more expensive dry cooling technology that reduces water requirements and will purchase water rights from a private landowner to meet their needs.

This is another example where the opportunity cost of not having access to water trumps the price of water.  This is pushing industrial, commercial, and agricultural users of water to rethink the way they operate and is one of the main drivers behind two of XPV’s investment areas of focus: demand destruction and reuse.
